Planning and Budget Research

Planning, Budget and Research (PBR)is responsible for the Department's strategic plan, budget control and development, position control, grants management, bed planning, and research. PBR also serves as the liaison to the Governor's Office of Strategic Planning and Budgeting (GOSPB), Joint Legislative Budget Committee (JLBC), the legislature and other public and private entities in regard to these issues.

Planning

Planning is responsible for ensuring that the Five-Year Strategic Plan and information for the Master List of State Government Programs publication are updated annually and submitted to the GOSPB.

Budget Control/Development

Budget Control/Development staff develop and present the Department’s annual budget request, in accordance with the Governor’s instructions. They work with the GOSPB, JLBC, and other public and private sector entities in regard to budget-related issues. Staff analyze and allocate annual appropriations to comply with Legislative intent, and work with groups/divisions to analyze and project funding requirements, and prepare monthly financial status reports.

Grants Management

Grants Management staff are responsible for the coordination of the Department’s grant program. This unit identifies the availability of funding opportunities for the Department, assembles the appropriate date and assists with the development of proposals in the pre-award phase and monitoring of grant awards in the post-award phase. The Unit maintains a central file for grant review and administration of all Department grant applications and pertinent paperwork. The Unit also acts as the liaison among the Department and federal, state, and local governmental agencies, and other granting agencies by monitoring the process of grant applications.

Research

Research staff are responsible for gathering, analyzing, organizing, and compiling data used to respond to information requests and the preparation of reports for the Director and executive staff, the Governor's Office and the legislature. The Unit also responds to judicial and federal governmental agency request, including the Department of Justice, the Federal Bureau of Investigation, and Homeland Security. Offender population, prison capacity, recidivism, and other data is analyzed and trended for inclusion in surveys, ad hoc reports, strategic plans, and other major research projects.
