PURPOSE

This Department Order outlines a system for developing and submitting recommendations to the Director. This system requires coordination between affected Divisions prior to the submission of recommendations to the Director.

APPLICABILITY

This Department Order applies to recommendations that have a significant impact on the Department by adding, changing, or removing authority and/or responsibilities or by changing operations or processes. It does not apply to routine reports and recommendations submitted to the Director.

PROCEDURES

118.01 PREPARING AN ISSUE PAPER - When developing a recommendation for submission to the Director, Assistant Directors, or their designee, shall:

1.1 Prepare a one or two page issue/position paper that contains the following information:

1.1.1 Issue - A brief, one or two sentence summary of the current situation or problem to be addressed.

1.1.2 Background - A brief discussion of relevant background/historical information.

1.1.3 Recommendations - Options for resolving the current issue, including any appropriate discussion of advantages, disadvantages and/or other considerations.

1.1.4 Discussion - Any other additional information.

1.1.5Attachments - Additional detail or back-up materials may be included as attachments to the issue paper, if necessary.

1.2 Identify other Divisions impacted by the recommendation.

1.3 Forward, using the Issue Paper Review memorandum format (see Attachment A), the issue paper to all affected Assistant Directors, soliciting their review, comments, concurrence or recommendations.

118.02 ISSUE PAPER REVIEW

1.1 Assistant Directors, or their designee, who receive an issue paper to review shall:

1.1.1 Review the materials.

1.1.2 Sign and date the cover memorandum.

1.1.3 Indicate agreement or disagreement.

1.2 Assistant Directors who disagree with the issue paper shall attach comments and recommendations for revision.

118.03 PREPARING AN ISSUE PACKAGE - The originating Assistant Director, or designee, shall review all comments received from affected Assistant Directors and shall:

1.1 Make any appropriate changes.

1.2 Prepare an issue package for the Director that includes:

1.2.1 A Director's Issue Package cover memorandum. (See Attachment B.)

1.2.1.1 The memorandum shall identify all affected Assistant Directors, their agreement or disagreement with the issue paper, and a description of any action taken based on their comments.

1.2.1.2 If the originating Assistant Director did not make revisions requested by the affected Assistant Directors, a brief discussion of the reason(s) shall be included.

1.2.2 The issue paper.

1.2.3 Comments and back-up materials submitted by reviewing Assistant Directors, as appropriate.

1.3 Submit the issue package to the Director.
