ALHAMBRA RECEPTION CENTER - OPERATING CAPACITY AND MAXIMUM STAY LIMIT

DEFINITIONS

PURPOSE

This Department Order specifies procedures for inmate processing at the Alhambra Reception Center at the Arizona State Prison Complex - Phoenix (ASPC-Phoenix) and provides for the maximum length of an inmate's stay at the Reception Center.

PROCEDURES

119.01 MAXIMUM CAPACITY AND LENGTH OF STAY - The Alhambra Reception Center maintains a maximum daily operating capacity of 207 beds, and inmates are not housed there for more than 14 calendar days. The Warden of ASPC-Phoenix shall have written approval from the Director to exceed the daily operating capacity.

119.02 PROCESSING, CLASSIFICATION AND TRANSFER OF INMATES

1.1 Initial Processing - Within ten work days after an inmate's arrival at Alhambra, Reception Center staff shall:

1.1.1 Complete casework preparation.

1.1.2 Administer necessary diagnostic assessments.

1.1.3 Administer psychological testing to identify major deficits or impairment of psychological function.

1.1.3.1 If available within the 10 work day limit of Reception Center stay, results of such psychological testing shall be reviewed by Reception Center mental health staff.

1.1.3.2 If not available within the 10 work day limit of Reception Center stay, a medical hold shall be placed on the inmate, until such time as the test results are available and have been reviewed by Reception Center mental health staff.

1.1.4 Request past psychiatric records for any inmate reporting previous psychiatric treatment.

1.1.5 Enter demographic and commitment data in the Adult Information Management System (AIMS).

1.1.6 Conduct initial classification of inmates in accordance with Director's Instructions #232, Inmate Classification System and the Classification Technical Manual.

1.1.7 Transfer inmates to a prison appropriate to the inmate's classification.

1.2 Medical Examination and Clearances - Medical staff shall complete physical examinations and medical clearances on all inmates within ten work days of the inmate's arrival at the Reception Center.

1.3 Protective Segregation Inmates - Within ten work days of an inmate's arrival at the Reception Center, Classification staff shall process inmates requiring protective segregation and transfer them to an appropriate facility.

119.03 EXCEPTIONS - Inmates may be held at the reception center for more than ten work days when:

1.1 An inmate has special medical needs that cannot be resolved within ten work days.

1.1.1 Affected inmates shall be placed on a "medical hold" status until the problem can be resolved.

1.2 Federal and state criminal justice agencies present a court order to secure custody.

1.3 An inmate is awaiting extradition to another state or transfer to a Federal facility.

1.4 An inmate is classified as Level 5 and the appropriate institutional bed space is not available.

1.4.1 Affected inmates may be held no more than five work days beyond the maximum stay limit.

 

DEFINITIONS

INITIAL CLASSIFICATION - The process of rating the needs of each inmate newly received by the Department and matching the inmate's needs to the capabilities of one or more Department institutions.

INITIAL CLASSIFICATION COMMITTEE - At least two Alhambra Reception Center staff members who are assigned to conduct initial classification reviews. A staff member certified by the Classification Unit of the Offender Services Bureau serves as the chairperson.

OPERATING/BED CAPACITY -

The daily operating capacity for D-Ward shall be 89 beds.

The daily operating capacity for E-Ward shall be 118 beds.

The total operating capacity for inmates shall not exceed 207 beds without written approval from the Director.
