AUTHORITY

PURPOSE

This Department Order provides for the establishment of a team of Department staff and private citizens (the Venture Team) for the purpose of enhancing the effectiveness and efficiency of management operations and systems. The Venture Team shall conduct studies as required by the Director and provide recommendations to the Director based on the studies.

PROCEDURES

206.01 THE VENTURE TEAM STRUCTURE AND GOALS

1.1 The Venture Team shall be comprised of The Director, the Deputy Director, The VentureTeam Board, The Consultant Unit, ad hoc external consultant services and associated Arizona Department of Corrections (the Department) employees.

1.2 Venture Team Goals - The goals of the Venture Team are:

1.2.1 To maximize the use of public funds in order to enhance the effectiveness and efficiency of the Department's management operations and systems, through analysis of projects selected for review by the team.

1.2.2 To propose management systems, new technology and other innovations that could be transferred from the private sector and/or other public organizations.

206.02 VENTURE TEAM PROJECTS

1.1 Project Selection and Control - The Director shall:

1.1.1 Select projects for the Venture Team to review.

1.1.2 Allocate resources for projects.

1.1.3 Approve project goal, objectives, methodology and timetable.

1.1.4 Have final approval authority for all Venture Team project findings and recommendations.

1.1.5 Assign recommendation implementation responsibility.

1.2 Department Staff Involvement in Venture Team Projects - Assistant Directors, Wardens, Deputy Wardens, Administrators and employees:

1.2.1 May suggest projects to the Venture Team.

1.2.2 Shall cooperate with the Venture Team when involved in team projects. This may include but is not limited to the following:

1.2.2.1 Assisting with the development of project goal and objectives.

1.2.2.2 Assisting with data collection by providing requested information.

1.2.2.3 Providing feedback on the initial findings and recommendations.

1.2.2.4 Implementing approved recommendations.

1.2.2.5 Submitting periodic progress reports to the Director, during implementation.

1.3 Contracted Services for the Venture Team - An external consultant may be contracted, in consultation with the Contract Management Unit, in accordance with state procurement guidelines, to provide technical advice and guidance to the Director, the Venture Team Board, and the Consultant Unit on methods and procedures used to conduct Venture Team projects.

206.03 VENTURE TEAM BOARD - The Venture Team Board shall:

1.1 Review and prioritize project proposals.

1.2 Recommend projects to the Director.

1.3 Schedule projects.

1.4 Approve project goal objectives, methodology and timetable.

1.5 Oversee project progress through reports, at monthly board meetings.

1.6 Review and approve project reports by:

1.6.1 Adopting recommendations or adding, deleting or amending recommendations.

1.6.2 Forwarding the report to the Director.

1.7 Advise the Director on critical or sensitive issues resulting from the project findings and recommendations.

206.04 CONSULTANT UNIT RESPONSIBILITIES - The Consultant Unit shall:

1.1 Propose a monthly meeting agenda to the Venture Team Board for approval.

1.2 Assist in project selection by:

1.2.1 Suggesting projects.

1.2.2 Conducting an initial project assessment of the scope and feasibility of possible projects and preparing a list for the Board's review.

1.3 Conduct Venture Team projects by:

1.3.1 Developing the project goal objectives, methodology and timetable.

1.3.2 Conducting the project and making recommendations to management for immediate improvement.

1.3.3 Reporting project progress, at each Board Meeting.

1.3.4 Reporting interim progress to the Director or designee.

1.4 Present project findings and recommendations by:

1.4.1 Drafting the report and recommendations.

1.4.2 Presenting the report to Venture Team Board.

1.4.3 Presenting the report to the Director.

1.5 Participate in the employee suggestion program in accordance with the Department Order #506, Employee Awards/Recognition System.

1.5.1 The Administrator of the Consultant Unit shall sit on the Employee Suggestion committee.

1.5.2 The Consultant Unit shall review and provide input to the Employee Suggestion committee regarding suggestions to enhance Department efficiency and effectiveness.

206.05 VENTURE TEAM PROJECT REPORTING AND DISCLOSURE

1.1 Copies of the final report will be available to interested parties after the Director has reviewed and acted upon the recommendations.

1.2 In accordance with A.R.S. 41-1610.02, the Venture Team shall prepare and submit annual reports to the Governor, the President of the Senate, and the Speaker of the House of Representatives.

1.3 Final reports shall be distributed to and maintained by:

1.3.1 The Consultant Unit.

1.3.2 The functional unit(s) involved in the project.

1.3.3 Any other areas designated by the Director.

 

DEFINITIONS

CONSULTANT UNIT - Executive consultants who conduct productivity improvement and cost-control studies. The consultants are accountable to the Director through a unit administrator and the Assistant Director for Human Resources/Development.

VENTURE TEAM BOARD - A board comprised of five volunteer private sector executives and five internal Department managers.
