PURPOSE

This Department Order establishes guidelines for the Intergovernmental Liaison to account for and distribute CJEF money and to conduct the annual detention officer census used to determine the amount of money to be distributed.

PROCEDURES

306.01 DETENTION OFFICER CENSUS AND DEVELOPMENT OF THE CJEF FORMULA - The Intergovernmental Liaison shall:

1.1 At the beginning of each fiscal year, acquire from each Sheriff the number of detention officer positions authorized by the county's Board of Supervisors, for the purpose of distributing the monthly 50% share of the CJEF money.

1.2 At the beginning of each fiscal year, submit a program budget for review and approval by the Arizona County Attorneys and Sheriffs Association at their annual fall meeting.

1.3 At the close of each fiscal year, but no later than October 1, obtain annual reports (prepared in accordance with the current format prescribed by the Arizona Criminal Justice Commission) from each Sheriff.

306.02 ACCOUNTING FOR AND DISTRIBUTING CJEF MONEY TO COUNTY JAILS - The Intergovernmental Liaison shall:

1.1 Make monthly allocations of CJEF money to each county Sheriff in accordance with the current CJEF distribution formula.

1.2 Assist any Sheriff who may enter into an Intergovernmental Agreement with the Department for the purpose of issuing bids for programs, services or equipment, and for payment of vendors in accordance with the State's Procurement Rules and accounting practices.

1.3 Perform audits of each county's use of CJEF money.

DEFINITIONS

CJEF FORMULA - A method used by the Intergovernmental Liaison pursuant to an agreement approved by the Attorney General and the Arizona County Attorneys and Sheriffs Association to divide the CJEF money to be distributed to each Sheriff, as follows:

CRIMINAL JUSTICE ENHANCEMENT FUND (CJEF) - Money generated by a surcharge on all court fines and which is allocated by law by the Arizona Criminal Justice Commission to the Department for distribution to Arizona's Sheriffs for the purpose of enhancing county jail facilities and operations.

INTERGOVERNMENTAL LIAISON - A Departmental employee whose position is funded by the CJEF money and who is responsible for distributing CJEF money to Arizona's Sheriffs.
