The Warden shall ensure that inmates housed at Central Unit are properly classified and approved to be housed at Central Unit, in accordance with Director's Instructions #232, Inmate Classification, and the Offender Classification System Classification Operating Manual.
The Chief of Security or designee shall be responsible for ensuring that all staffing and security requirements are followed before and after any interruption of power to the electrified fence.
PROCEDURES
718.01 SAFETY AND KEY CONTROL
1.1.1 Under no circumstances shall the electrified fence be energized while someone is in the electrified fence area.
1.1.2 All necessary safety precautions shall be taken to prevent accidental contact with the electrified fence and shall, at a minimum, include:
1.1.2.1 The posting of warning signs, in both English and Spanish, in highly visible areas, such as:
1.1.2.1.1 On each side of applicable fences, buildings and security walls.
1.1.2.1.2 At intervals of approximately 120 feet.
1.1.2.1.3 At all applicable points of ingress/egress.
1.1.2.1.4 At all areas where there is an adjacent building or walkway not covered by the electrified fence.
1.1.2.2 The presence of a certified electric fence staff member who has received additional training by professional electrical engineers and/or the institution training personnel at ASPC-Florence. The electrical engineer shall generate for the Warden a list of certified staff members who have received the additional training and another list of employees who have been certified to train future electrical fence staff members. The institution Warden shall maintain these two lists as certified employees and certified trainers.
1.1.3 Only staff members who have been trained and certified to operate the electrified fence shall energize or de-energize the system. A certified staff member shall:
1.1.3.1 Be present prior to anyone entering the electrified fence area.
1.1.3.2 Follow the applicable step-by-step instructions.
1.2 Key Control
1.2.1 Staff shall ensure proper key control is followed as outlined in Department Order #702, Key Control, and the applicable Institutional Order. All keys that access the electrical fence shall:
1.2.1.1 Be designated as Emergency Keys and stored in Main Control.
1.2.1.2 Require approval of the shift commander before issuing.
1.2.1.3 Require notification through the chain of command to the institution Warden prior to the issuance of the emergency key to access the tower for the electrified fence. Upon the Warden's approval for the key is to be issued, the shift commander shall initiate the Incident Management System and implement the Emergency Action Plan for de-energizing the fence. Main Control shall issue the key to the designated staff member and submit an Information Report. The institution Warden shall receive a copy of this report.
718.02 ENERGIZING AND DE-ENERGIZING THE ELECTRIFIED FENCE
1.1.1 Energizing of the electrified fence shall occur under the direction of the shift commander. Prior to energizing, an inspection shall be completed to ensure that the electrified fence is clear of personnel and equipment. This inspection shall be documented on the Stun and Stun/Lethal Electrified Fence Access Log, Form 718-1.
1.1.2 Upon verification of clearance by the shift commander, a certified staff member shall energize the electrified fence, following the approved steps.
1.1.3 When circumstances warrant, the Physical Plant Supervisor or designee shall inspect the system to ensure that it is functional.
1.2 De-energizing (Emergency)
1.2.1 Prior to de-energizing the electrified fence during an emergency or possible escape conditions, all necessary precautions shall be taken to prevent escapes by inmates.
1.2.2 These precautions may include, but are not limited to, the utilization of armed perimeter patrols (vehicle and foot) or the posting of armed tower officers. When staff are posted in the towers, each tower staff member shall be armed as outlined in the appropriate Institution Order.
1.2.3 The fence shall be de-energized as outlined in the 718 Stun and Stun/Lethal Electrified Fences Technical Manual and the appropriate Institution Order.
1.3 De-energizing (Non-Emergency)
1.3.1 Prior to de-energizing the electrified fence, a visual inspection of the electrical fence shall be conducted to ensure the fence system has not been breached and that no inmates are in a position to breach the fence system.
1.3.2 Designated armed secured perimeters shall be posted upon notification of a routine or scheduled maintenance, as outlined in the Institution Order.
718.03 ACCESS
1.1 Inmates shall not be permitted access:
1.1.1 In the immediate electrified fence or interlock areas.
1.1.2 To electrified fence mechanisms, control panels or alarm systems.
1.2 Access to the electrified fence area by staff shall:
1.2.1 Be permitted for routine scheduled maintenance or in the event of an emergency.
1.2.2 Be recorded on the Stun and Stun/Lethal Electrified Fence Access Log.
1.2.3 Be deemed a reportable incident. The Warden, Deputy Warden, and Duty Officer shall be notified when the electrical fence area is accessed for any reason, to include routine maintenance, emergency or when the fence is breached.
1.3 Keys to access the interlock mechanisms and control panels are restricted and shall be issued as outlined in Department Order #702, Key Control, section 702.04, Emergency Key Rings.
718.04 MAINTENANCE AND INSPECTIONS
1.1.1 Cleaning.
1.1.2 Replacing wiring, transformers, circuitry and other components as necessary.
1.2 Routine maintenance shall be preplanned and coordinated with the unit Chief of Security.
1.2.1 The Chief of Security shall ensure that non-emergency perimeter security is scheduled while the fence is de-energized for maintenance.
1.2.2 Staff who enter the electrified fence area shall ensure proper tool control is maintained as outlined in Department Order #712, Tools and Restricted Product Control.
1.3.1 A complete visual inspection of the entire electrified fence area shall be conducted once per shift.
1.3.1.1 Any animals found dead by the electrified fence will be documented on the Stun/Lethal Electrified Fence Kill Log, Form 718-3.
1.3.1.2 A complete physical inspection of the electrified fence shall be completed when necessary and/or during emergencies.
718.05 ALARMS
1.1 When grounded or touched, fence alarms will:
1.1.1 Activate in the Main Control room.
1.1.2 Announce the alarm to the shift commander and any other designated staff member.
1.1.3 Activate the electrified fence sensors.
1.2 The shift commander or designated staff shall:
1.2.1 Verify the appropriate staff members received the alarm.
1.2.2 Delineate the fence into specific zones to notify responding staff which area of the electrified fence is in an alarm condition.
1.2.3 Conduct an outer perimeter check, if deemed necessary.
718.06 ATTEMPTED ESCAPE
1.1.1 Initiate the incident management system as outlined in Department Order #706, Incident Management System.
1.1.2 Initiate escape response as outlined in Department Order #707, Inmate Escape Prevention/Response.
1.1.3 Establish perimeter security.
1.1.4 Designate a staff member to respond to the alarm area and, if necessary, supervise the removal of the inmate(s) as outlined in the applicable Institution Order(s).
1.1.5 Designate a response team to apprehend the inmate, if appropriate.
1.1.6 Prior to removing the inmate from the fence area, follow the processes outlined in this Department Order and the applicable Institutional Order for the de-energizing of the fence.
1.1.7 Ensure the inmate receives medical treatment, if necessary.
1.1.8 Once the inmate has been removed and the area is clear, follow the processes outlined in the 718 Stun and Stun/Lethal Electrified Fences Technical Manual for re-energizing the fence as outlined in this Department Order and applicable Institution Order.
1.2 In the event the alarm sensor/electrified fence was not activated during an attempted escape and the inmate is in the electrified fence area, the responding staff shall:
1.2.1 Order the inmate to stop all movement.
1.2.2 Order the fence to be de-engergized.1.2.3 Notify the shift commander of the situation and advise if the inmate is injured.
1.3 A certified repairperson shall inspect and conduct any necessary repairs to the fence.

Within 90 days of the effective date of this Department Order, the Division Director for Offender Operations shall develop the Stun and Stun/Lethal Electrified Fences Technical Manual and ensure that it is updated and distributed.

DE-ENERGIZING – Deactivating the electrical energy to the electrified fence.
ENERGIZING – Activating the electrical energy to the electrified fence.
INTERLOCK PANEL – An interlocking system that requires the operator to perform a step-by-step sequence to safely switch and isolate the electrical supply before a key to access the electrified fence can be obtained from within the interlock panel.
STUN and STUN/LETHAL ELECTRIFIED FENCE – A barrier designed to provide a psychological and physical deterrent to escape attempts and a supervised detection and alarm system to alert security staff of an attempted breach of the security boundary. The stun fence shall provide a painful, but non-lethal electric shock to the intruder. The stun/lethal fence shall provide a painful but non-lethal electric shock on the first contact and then a lethal (deadly) electric shock on the second contact.
