PURPOSE:
PROCEDURE:
1.0 Inmate Program Plan Implementation: At initiation of IPP at an institution, a preliminary assessment of that institution in terms of "program slots" in areas consisting of education, work, substance abuse and other inmate programs will be conducted to develop a comprehensive inventory for that institution. The components of this system involve the following:
1.1 Upon implementation of the IPP within a specified prison unit, the Deputy Warden of the unit shall ensure that each inmate assigned to that institution has an IPP assessment completed in conjunction with their institutional classification committee review.
1.1.1 Institutional Classification Committees (ICC) and IPP Committees may operate as a single committee and shall use the Inmate Classification Profile (ICP) Need Scores as a basis of the assessment. Education, Work, Substance Abuse Treatment and other inmate programs shall be considered in the assessment in relationship to the inmates needs.
1.2 Educational needs: Functional Literacy / GED / Vocational Education.
1.2.1 Mandatory Functional Literacy shall refer to functional literacy assessment and instruction as it is defined pursuant to A.R.S. § 31-229, A.R.S. § 31-229.01 and A.R.S. § 31-229.02. Functional literacy consisting of reading, math and language skills shall serve as a basic academic requirement for all inmates to the 8th grade equivalency level of achievement as measured by a standardized educational achievement test adopted for use by the Department (e.g., Test of Basic Adult Education).
1.2.1.1 Inmates that are assessed to be exempt under the statutes from functional literacy mandates based on disabilities, shall be afforded access to educational services through special education or Federal Section 504 accommodations. Such inmates shall not be penalized in terms of wages or other privileges based on the inability to achieve 8th grade equivalency, as long as the inmates in question comply with IPP program directives and participate in continuing education at levels consistent with their abilities.
1.2.1.2 Inmates exempted from functional literacy mandates and education programs based upon detainer and status as a deportable foreign national, shall participate in the IPP in accordance with the directions of the Inmate Classification/IPP committee in the unit they are assigned. All other aspects of work, treatment and pastoral programs that are applicable to the IPP shall be adhered to.
1.2.2 General Equivalency Diploma (GED) programming shall consist of instruction and assessment in the area of preparation for the state GED test. The preparation classes for GED will be assigned to inmates who have met the functional literacy requirements set forth in 1.1.1 above, but have not previously completed a high school diploma or GED. Inmates determined to have dependents on public assistance in the general community shall be assigned to "mandatory GED" as set forth in A.R.S. § 31-229.01.
1.1.2.1 Consideration will be given for an inmate's educational exempt status when considering GED assignment.
1.2.3 Post Secondary Vocational Training as represented in vocational/occupational courses provided to inmates by community college districts under contract with the ADC.
1.2.3.1 Inmates who enroll in Vocational Programs are required to have at minimum a High School Diploma (HSD) or General Education Diploma (GED). Inmates may enroll in Vocational courses on the basis of a claimed HSD or GED, but must provide proof of status within 30 days of enrollment to remain in the course. Failure to provide documentation will disqualify inmates from Vocational enrollment until HSD/GED is proven or achieved.
1.2.3.2 Inmates who are enrolled in GED courses may concurrently enroll in Vocational courses as long as they continue to demonstrate progress in GED classes. Failure to demonstrate progress in GED classes will result in the inmate being dropped from both the GED program and the Vocational course
1.3 Work programs as set forth in A.R.S. § 31-251 and Department Order #903. Inmates shall be assigned to work activities for up to forty (40) hours per week with a minimum of twenty (20) hours per week in combination with education, substance abuse pre-treatment or treatment, and other forms of structured inmate programs designed to address needs of the inmate as set forth in the ICP of the Offender Classification Manual.
1.3.1 Work programs shall be assignments under the Work Incentive Pay Program (WIPP) Inter-governmental Agreements (IGA), under contract at WIPP designated wages or Arizona Correctional Industries (ACI) at rates designated through that division.
1.3.2 Inmates who are not enrolled, not on a waiting list, or who refuse to participate, in addition to appropriate disciplinary action, shall receive a reduction in their work skill level assignment and pay. Continued refusal or lack of participation will result in further work assignment and pay reductions and the inmate will be placed in non-compliance status.
1.3.2.1 Non-Compliance Status will require the assignment into the most unskilled work assignment available at the lowest rate of pay until the inmate has successfully completed the specific program identified in the IPP.
1.3.2.2 Inmates in Non-Compliance Status will not be eligible to participate in any activity other than the essential programs of work, visitation and recreation.
1.3.2.3 Inmates who have an identified specific program need will be allowed to remain in their current WIPP/IGA/ACI position and pay rate even if they are not actively enrolled in such a program, however, they must be willing to participate and must have been placed on a waiting list for enrollment and initiate at point of program availability.
1.3.3 All new inmates received at an IPP operational unit will be placed in a specific program need area, or will be placed on a waiting list, however, the WIPP/ACI/IGA position and rate of pay will be determined by their willingness to participate in specific program need areas.
1.4 Work Incentive Pay Plan (WIPP): Consideration will be given for the following:
1.4.1 Non-work status as determined by ADC Medical Staff.
1.4.2 Limited duty status as determined by ADC Medical Staff.
1.4.3 Kitchen clearance as determined by ADC Medical Staff.
1.4.4 Special skills the inmate has demonstrated.
1.4.5 Level of supervision as determined by Offender Classification.
1.4.6 An inmate will be placed into a work position based upon demonstrated/documented skills.
1.4.7 The pay of an inmate will be determined by (see Attachment D):
1.4.7.1 The inmate’s accomplished educational level, active enrollment in education, substance abuse programs or IPP placement on a waiting list.
1.4.7.2 The inmate’s identified need for specific programs, active enrollment in such programming, or IPP placement on a waiting list.
1.4.8 Inmates who are not in educational exempt status, and who do not actively pursue educational opportunities or refuse placement in classes, will be placed at the level of pay equal to their education level.
1.4.8.1 Continued refusal to attend classes will result in placement in Non-Compliance Status which will require the most unskilled work assignments at the lowest rate of pay until the inmate has successfully shown progress in the educational requirement.
1.4.8.2 Inmates in Non-Compliance Status will not be eligible to participate in any activity other than the essential programs of work, visitation, and recreation.
1.4.9 Inmates who are currently assigned to a WIPP/IGA/ACI/PIE pay rate will retain that rate of pay as long as they stay in those work assignments and they either are enrolled in, or have been placed, on a waiting list to participate in a required Education Program.
1.4.10 All new inmates received on the unit will be given work assignments in accordance with skill levels and educational needs/specific program needs without regard to previous pay rates received at other units.
1.4.11 All other aspects of Department Order 903 regarding wages and pay raises will be superceded by this Director’s Instruction at units where the IPP is in effect.
1.5 In addition to Education, Work and Program participation, Inmate Personal Needs (IPN) will also be addressed.
1.5.1 Inmate personal needs shall be defined as those activities and programs that are not structured to address specific needs found in the ICP, but are legitimate life issues that promote the health and welfare of the inmate at a personal level.
1.5.2 Religious services and activities may be scheduled.
1.5.3 Recreational/Library activities may be scheduled.
1.5.4 Visitation activities may be scheduled.
1.5.5 Media classes or correspondence courses, paid for by the inmate, may be scheduled if the inmate has already completed a GED and has an A/D CCP score of 3 or lower.
1.5.6 Other personal activities such as hobby crafts, commissary, etcetera may be scheduled.
2.0 ICC/IPP Committee:
2.1 The IPP Committee shall consist of the following members:
2.1.1 At least one Program Staff Member who is Classification Certified.
2.1.2 Correctional Education Program representative.
2.1.3 Work Assignment Coordinator.2.2 The ICC/IPP Committee shall:
2.2.1 Complete both the assessment and the schedule portions of the IPP Assessment Form (Attachment A):
2.2.2 Meet at least once a week to address referrals and 180 day reviews in the ICP/IPP profile.
2.2.3 At the completion of a hearing, the Committee will give the inmate the inmate's copy of the IPP Assessment Form.
2.3 The following individuals will supply the ICC/IPP Committee the maximum number of inmates, which may be enrolled in an Education, Vocation, Work or Program being offered in the Unit as well as start/end times of activities.
2.3.1 The Unit CEPM/CEPS/CEPT, CO IV-COIIIs, Programs and Work Assignment Coordinator.
2.4 The ICC/IPP Committee must have updated information regarding the number of filled and vacant slots in all Education, Vocation, Program and Work activities.
2.4.1 This information must be supplied to the IPP Committee the day prior to the IPP Committee Meeting by CEPS/CEPT, CO IV-Programs and the WIPP Coordinator.
2.5 The ICC/IPP Committee will ensure that a manual tracking board/tool is available in the IPP area that clearly denotes all filled/vacant positions regarding Educational, Vocational, Work and Programs.
2.6 The IPP Coordinator will ensure that WIPP jobs or specific needs programs are not added or deleted without the written recommendation of the Unit Deputy Warden and the approval of the Complex Warden.
2.7 The IPP Coordinator will ensure that inmates placed in Non-Compliance Status with IPP are only allowed to participate in essential work, visitation and recreation programs.
2.8 The IPP Coordinator will ensure that inmates identified by Medical as Non-Duty or Limited Duty are allowed to participate in all other programs based upon their needs with the exception of work or recreational activities specified by Medical staff.
2.9 All internal and external movement scheduled by Master Pass must be reviewed and approved by the ICC/IPP Chairman. If the ICC/ IPP Chairman is absent, approval must be given by the Chief of Security or above.
3.0 Initial Assessment Form: Must be completed by the ICC/IPP Committee within seven(7) calendar days after an inmate arrives or returns to a new unit.
3.1 Caseload CO III completes a recommended "Assessment portion" for the inmate.
3.2 IPP Committee meets with the inmate to complete both the "Assessment" and the "Schedule" portion.
3.3 CO IV ensures Assessment Form has been completed, implemented and a hard copy is placed into the ORANGE colored IPP folder.
3.4 The IPP Folder shall consist of the following:
3.4.1 IPP Assessment Forms (both present and past) to ensure a hard copy of all actions are available for the IPP Committee.
4.0 Inmate Inter-Unit Transfers: (At sites where IPP has been implemented)
4.1 The IPP Folder shall:
4.1.1 Be forwarded to Offender Information Unit (OIU) for transfer with the inmate to the gaining institution.
4.1.2 The receiving IPP Coordinator shall retrieve the IPP Folder from the gaining OIU/ Complex.
4.1.2.1 In the event that the file is not received, the IPP Coordinator at the receiving institution via AIMs memo router shall notify the sending Unit that the file was not transferred and the file must be sent on next available transfer.
4.1.3. The IPP Coordinator at both the transferring and receiving units must check the movement orders daily to ensure compliance.
4.2 The Caseload CO III at the receiving unit shall:
4.2.1 Review incoming inmate movement daily.
4.2.2 Review and complete the IPP Assessment Form within three (3) workdays of the inmate's arrival.
4.2.3 Shall place completed Assessment Form in the orange IPP folder and forward it to the IPP Coordinator.
5.0 Inmate Orientation:
5.1 The IPP Coordinator shall ensure a written/video presentation of IPP is presented during mandatory inmate orientation.
5.1.1 The written version will be included in all inmate orientation packets.
5.1.2 Inmates will be informed that they must be at the designated place at the designated time in accordance with their IPP schedule and Master Pass turn out list or face disciplinary action.
5.2 Inmates may only appeal initial and referral assessments made by the IPP committee if the issue being addressed involves their own Functional Literacy and release eligibility. No other issue of IPP involves a liberty interest. Inmates may appeal by utilizing an Inmate letter (Form 70501168) within ten (10) calendar days of the Assessment being completed.
5.2.1 Appeals will be made to the Unit Deputy Warden who will respond within 20 calendar days.
5.2.2 The Unit Deputy Warden's decision will be final
5.2.3 The Unit Deputy Warden will not answer and will return all appeals of IPP assessments that address any issue other than those points mentioned in 5.2 above.
5.3 Inmates shall not address program assignment concerns to specific program providers, work supervisors, teachers, volunteers, and etcetera. These concerns need to be addressed to the ICC/IPP Chairman in the form of an inmate letter, prior to the Appeal to the Unit Deputy Warden.
6.0 180 Day Classification Review:
6.1 Caseload CO III shall:
6.1.1 Re-evaluate and update the IPP Assessment Form prior to the 180-day Classification review.
6.1.1.1 Forward document(s) to ICC/IPP Chairperson for use during 180 day Classification hearing.
6.2 Classification Chairperson shall:
6.2.1 Review the IPP Assessment Form during the Reclassification hearing to note any specific changes to the current Assessment Form.
6.2.2.1 If there is no change in Inmate's Program Plan, denote Remain Present Status (RPS) and highlight this status on form.
6.2.2.2 If there is a change to the Inmate's Program Plan, the Assessment Form shall be forwarded to the IPP Committee for review, within seven (7) calendar days.
7.0 Referral Assessment Responsibilities: The following functional areas shall make written referrals to the IPP Committee utilizing Attachment B if any change is noted, such as program completion or administrative removal which will affect the inmates IPP:
7.1 Education (CEPS/CEPT)
7.2 Disciplinary (Disciplinary Coordinator)
7.3 Programs (Assigned CO III)
7.4 Vocation (Contract Instructor)
7.5 Job Suspensions (Work Assignment Coordinator)
7.6 Mental Health/Medical
7.7 Classification
7.8 Work Crew supervisors recommending job assignment changes.
8.0 Master Pass Implementation is essential to IPP as it establishes the mechanism that authorizes an inmate's scheduled activities.
8.1 Each Unit Deputy Warden/Administrator shall:
8.1.1 Designate a Master Pass Coordinator (MPC) who is responsible for reviewing all Master Pass Requests to ensure Do Not House With (DNHW) issues are resolved between inmates and that conflicts in scheduling are resolved prior to issuing Master Pass.
8.1.1.1 Special attention will be given to verified Do Not House With issues to insure inmates are not placed in the same program or location at the same time.
8.1.2 Designate a central location for the processing of Master Pass requests.
8.1.3 Ensure all Unit Master Pass Requests shall be processed through the MPC.
8.1.4 Ensure the MPC utilizes software approved by the Bureau of Information Technology (IT) for the Master Pass system.
8.1.5 Ensure a minimum of three (3) staff members are sufficiently trained in the application of the Master Pass System.
8.1.6 The Unit Deputy Warden shall ensure that the management of new WIPP/ACI/IGA jobs as well as specific program needs are based upon the actual number of hours an inmate is assigned to work or programs and that supervision of these activities is regularly available.
8.2 The Count/Movement Officer shall:
8.2.1 Send a movement sheet to the MPC for review prior to completion of the daily Master Pass.
8.2.1.1 Upon implementation of IT program for automatic downloading of movement into/out of Unit, Count/Movement will no longer be required to forward this information to the MPC.
8.2.2 Review all inmate arrivals on the unit to ensure DNHW issues are considered prior to bed assignment and that the IPP Committee and the inmates assigned CO III are advised of any such issues noted in AIMS.
8.3 Staff members submitting Master Pass Turnout Requests shall:
8.3.1 Submit requests to the MPC no later than 1300 hours on the day preceding the requested inmate turnout.
8.3.1.1 Submit requests for Saturday, Sunday and Mondays to the MPC no later than 1300 hours on Friday. All requests for Holiday turnouts shall be turned in no later than 1300 hours on the last workday before the Holiday.
8.3.2 Utilize the Master Pass Turnout Request Form (attachment C) when submitting a request to the MPC.
8.3.2.1 All columns on the Master Pass Turnout Request must be completed in full.
8.3.2.2 All blank columns for Add/Delete/Change will require an "N/A" in the unaffected column.
8.3.2.3 No ditto marks, lines, arrows, or other unauthorized markings.
8.3.2.4 Upon completion of the form, draw a diagonal line through the unused portions of the form. Place signature and date along the diagonal line.
8.3.2.5 The MPC shall review all Master Pass Turnout Requests for completeness and accuracy and shall:
8.3.2.5.1 Return all incomplete or inaccurate Master Pass Turnout Requests to the requesting staff member, unprocessed.
8.3.2.5.1.1 All corrected Master Pass Turnout Requests must be returned to the MPC no later than 1400 hours.
8.3.3 All requests to turn out inmates who have not been placed on the Master Pass must be cleared through the Shift Commander and individual passes must be written.
8.3.4 All staff at level 3 and level 4 institutions who submit Master Pass Turnout Requests and Housing Unit Control Officers, shall verify attendance as well as time of arrival and departure. Completed Master Pass Lists will be turned in to the MPC no later than the end of the shift in which the activity was completed.
8.3.4.1 The MPC will review the completed lists and review the arrival and departure times. Any discrepancies of time frames or lengthy differences between departure and arrival times will be turned over to the Chief of Security so Disciplinary Action may be taken.
8.4 Health Services Staff shall:
8.4.1 Utilize the Health Services Appointment List(s), Form 1101-13P, and a Health Services Appointment List Delivery/Receipt Log, Form 1101-14P as directed in DO 1101, Inmate Access to Health Care.
8.4.2 Additionally, utilize the Master Pass Turnout Request for all scheduled appointments as described in Section 8.3, of this Director's Instruction.
8.5 The MPC shall:
8.5.1 Complete all necessary data entries to the Master Pass System.
8.5.2 Adhere to the scheduling conflict flags from the Master Pass System and schedule according to the following list of turnout priorities:
8.5.2.1 Medical/Mental Health appointments
8.5.2.2 Education/Vocational
8.5.2.3 ACI/IGA/PIE assignments
8.5.2.4 WIPP work assignments
8.5.2.5 Substance Abuse, other Special Needs Programs and Religious Activities.
8.5.2.6 The only overrides to this schedule of priorities are:
8.5.2.6.1 Parole Board Hearings
8.5.2.6.2 Attorney Visits/Telephone Calls
8.5.2.6.3 Special Visits
8.5.2.6.4 Any court ordered telephonic hearings
8.5.2.6.5 Intergovernmental agency meeting requests
8.5.2.6.6 Emergency notifications by Chaplains/Assigned CO III
8.5.2.6.7 Any other requested turnouts shall be reviewed by the IPP Coordinator for final determination whether to grant priority.
8.5.3 Print the Master Pass turnout for the following day and shall ensure:
8.5.3.1 The necessary amount of copies are completed and distributed, Monday through Friday.
8.5.3.2 Remove from the binders and shred copies of the expired Master Pass.
8.5.4 Ensure inmates placed in Non-Compliance Status with IPP are only allowed to participate in essential work, visitation and recreation programs.
8.5.5 All internal movement must be reviewed and signed verifying approval to attend by the IPP Chairman.
8.5.6 All external movement of the Unit must be reviewed and signed verifying approval to attend by both the IPP Chairman and the Chief of Security.
8.6 The Unit's Chief of Security shall:
8.6.1 Ensure the Master Pass Turnout, to include the weekend schedule, is completed within the prescribed time frames.
8.6.2 Ensure distribution of the Master Pass is completed, with a minimum distribution to the following areas:
8.6.2.1 Housing Unit Control Rooms
8.6.2.2 Yard Office
8.6.2.3 Count/Movement Office
8.6.2.4 Program areas such as Education, Vocational, Religious, and Programs Offices
8.6.3 Direct the Graveyard Shift Commander to distribute all copies of the following day's Master Pass to the Housing Unit Control Rooms and Yard Office by midnight.
8.6.3.1 Graveyard Shift Officers will review Master Pass Turnouts for their buildings and insure the pre-printed individual passes are ready for pickup to turn the inmates out to approved activities the following morning.
8.6.4 Direct the Graveyard Shift Commander to collect all copies of the expired Master Pass from the Housing Unit Control Rooms and Yard Office.
8.6.5 Establish a system for distribution of the Master Pass to include, at a minimum:
8.6.5.1 Two complete sets of binders, utilized on a rotating basis, for distribution of the Master Pass to the areas designated in section 8.6.2.
8.6.5.1.1 One set of binders shall remain in the designated areas with copies of the current Master Pass.
8.6.5.1.2 One set of binders shall be removed with the expired set of Master Passes and placed in the Count/Movement Office.
8.6.5.1.3 Ensure the distribution and retrieval of the Master Pass, as described in Section 8.5.3.1 and 8.5.3.2 is completed on weekends and Holidays.
8.6.6 Ensure that Shift Supervisors, Yard Officers and other Security Staff challenge inmates to show passes so that inmates only attend the activities for which they are scheduled.
8.6.7 When notified by the MPC of Master Pass Violations or time frame irregularities, the Chief of Staff will have the matter investigated and disciplinary actions will be initiated if necessary.
8.6.8 The Chief of Security must review and approve all external movement scheduled by Master Pass off the unit to ensure the highest level of security is maintained. If the movement involves a High Risk inmate, the Chief of Security needs to immediately notify the Deputy Warden, Complex Major, and the Duty Officer if after hours movement is being approved.
8.7 The Housing Unit Control Room Officer at Level 3 and 4 institutions shall:
8.7.1 Ensure that all inmates assigned to the housing unit are turned out according to the Master Pass.
8.7.2 Complete the in/out section of the Master Pass with the actual time of the inmate's turnout.
8.7.3 Clear all exceptions to the Master Pass through the Shift Commander and shall:
8.7.3.1 Complete and issue a paper pass to the inmate.
8.7.3.2 Document exceptions approved in the Correctional Service Journal.
8.8 The inmate accountability with the Master Pass Schedule at Level 1 and 2 institutions shall be maintained by the receiving Work/Education Program Supervisor.

DEFINITIONS:
IPP - Inmate Program Plan is the program that will determine what approved activities an Inmate's scheduled day is to include on a seven day a week plan.
ASSESSMENT PORTION OF ASSESSMENT FORM - Top portion of the Assessment Form, which defines Inmate Programs and Educational Needs.
SCHEDULE PORTION OF ASSESSMENT FORM - Lower portion of the Assessment Form, which denotes the Inmate Program Plan Schedule.
INITIAL ASSESSMENT - Assessment of Inmate Programs and Educational Needs upon arrival.
REFERRAL ASSESSMENT - Assessment required upon completion of an educational, vocational, program, job change, or disciplinary action.
IPP COMMITTEE - Consist of one Program Staff Member who is Classification Certified, one WIPP Officer and one CEPT.
RPS - Remain Present Status.
IPP COORDINATOR - An individual the Unit Deputy Warden will appoint who is Classification certified that will ensure accountability for all IPP documentation.
DO NOT HOUSE WITH - Deputy Warden's at Level 3 and Level 4 institutions need to ensure that staff do not allow inmates to share housing locations, institutional activities, meals or transportation if documentation exists which verifies Do Not House With Inmates are present on their Unit. Inmates may be separated by pod, by building or where the unit yards are separated by a physical barrier. Inmates in this status need to be managed separately by controlled movement to ensure they do not have access to each other.
