The Protective Segregation Facilities; Sex Offender Facilities; Mental Health Facilities and Female Facilities are excluded from Directors Instruction # 175.
As a result of a threat assessment conducted by the Security Threat Group Unit, a separation of Mexican National and Sureņo suspect inmates from the Mexican American population has been established.
The separation of these inmates began in January 2001 and shall continue to be enforced as follows:
NOTE: Mexican National and/or Sureno suspect inmates cannot be placed at ASPC-Yuma or ASPC-Douglas.
Inmates pending validation shall not be housed in a Level 2 facility.
Mexican American, Mexican National or other foreign born inmates claiming association/alliance may be approved for placement with a nationality other than their own if, after completing the attached "Affiliation Assessment" form, such placement is approved by the Deputy Warden. The "Affiliation Assessment" form is not to be used for STG Affiliation Assessment.
Upon completion of an "Affiliation Assessment" form and approval of placement by the Deputy Warden, inmates may be housed as follows:
Verification of the information on the attached "Affiliation Assessment" form must be established by one or more of the following sources:
Inmate interview and/or other documentation
AIMS Record
Institution File
United States Immigration and Naturalization Service
Verification codes, identified at the bottom of the "Affiliation Assessment" form, are required for sections 1 through 11 of this form.
After completion, the decision will be entered on the AIMS, using the appropriate DT08 Comment screen such as Classification, Protective Segregation or Lock Up Status screen. The form will need to be attached to any classification action generated as a result of the review.
The completed form is to be distributed to the following areas:
Master Record File
Institutional File
Protective Segregation File (if applicable)
Any questions concerning nationality shall be addressed with the Central Office, USINS Liaison.
For the purpose of this Instruction, the following definitions shall apply:
Mexican American - An inmate of Hispanic descent who is a U. S. Citizen either by birth or naturalization.
Mexican National - An inmate of Hispanic descent who is a Citizen of Mexico. (These inmates may or may not be amenable to deportation proceedings).
This Instruction shall be effective on this date and shall remain in effect until incorporated into the appropriate Department Order and/or Technical Manual.
