PURPOSE: This DI supersedes DI 191 which became effective April 23, 2002, and modifies CO II reinstatements and former CO II hiring procedures to require a psychological evaluation if the last exam is older than two years.
PROCEDURES:
1.1 Reinstatement and former hire as a CO II:
1.1.1 The Recruitment Unit for Selection and Hiring (RUSH) may refer applicants to the applicable Satellite Recruitment Center (SRC) for processing when possible.
1.1.2 Upon receipt of a reinstatement/former CO application, SRC/RUSH shall:
1.1.2.1 Conduct a file review within 48 hours of receipt.
1.1.2.1.1 SRCs will notify the RUSH of receipt of a reinstatement or former CO application and request that a file review of the employee's official personnel file be completed. The RUSH shall complete the file review within 48 hours of request. A file review shall also be conducted by the applicable Complex Personnel Liaison. The file reviews shall include:
1.1.2.1.1.1 Previous hire date
1.1.2.1.1.2 Resignation date
1.1.2.1.1.3 Whether the employee left in good standing
1.1.2.1.1.4 Reason employee left
1.1.2.1.1.5 Last Complex/Unit worked
1.1.2.1.1.6 Whether employee was COTA graduate and if so, date
1.1.2.1.1.7 Employee's last PACE rating
1.1.2.2 The employee will be required to sign a conditional job offer letter acknowledging that he/she is being hired contingent upon the successful completion of a background investigation, medical/physical fitness evaluation (if necessary), psychological evaluation (if necessary), and a drug screen.
1.1.2.2.1 RUSH will contact the Background Investigations Unit (BIU) and request that they conduct a check of the former employee to ensure that an investigation was not in progress at the time of resignation.
1.1.2.2.1.1 If it is determined that an investigation was in progress at the time of resignation, BIU will contact the respective Warden to discuss the circumstances. The Warden, in conjunction with BIU, will determine whether the employee is to be reinstated/hired.
1.1.2.3 Simultaneous to the file review, RUSH will coordinate with the BIU or local ACJIS Operator to run a ACIC/NCIC criminal background check.
1.1.2.4 Upon completion of the file review and conditional job offer, SRCs will forward the completed reinstatement packet to RUSH.
1.1.3 Upon receipt of a reinstatement packet, RUSH shall:
1.1.3.1 Forward the reinstatement packet to the BIU for processing.
1.1.3.2 Once BIU has cleared the applicant, schedule the applicant for a medical/physical fitness evaluation, if necessary. It will not be necessary for an applicant to undergo a medical/physical fitness evaluation if it is determined that the applicant has undergone an examination within 12 months by a licensed physician designated by the Director.
1.1.3.3 Upon successful completion of the medical/physical fitness evaluation, the applicant will be scheduled for a psychological evaluation, if necessary. It will not be necessary for an applicant to undergo a psychological evaluation if it is determined that the applicant has undergone an examination within 24 months by a licensed psychologist or psychiatrist designated by the Director.
1.1.3.4 The applicant will be notified to submit to a drug test once the background, medical and psychological requirements have been met.
1.1.4 When the applicant successfully completes the background investigation, medical/physical examination (if necessary), psychological examination (if necessary), and the drug test requirements, the applicant will be placed on the reinstatement list for hiring.
1.1.5 Applicants who are denied reinstatement/hire may request a second review, in writing, by the Deputy Director of Prison Operations.
1.1.6 Applicants who are denied reinstatement/hire by the Deputy Director of Prison Operations may request a third and final review, in writing, by the Director.
