The Department recognizes the vital role of state and local public safety agencies in providing for the security of our homeland. The purpose of this Director's Instruction is to establish a Homeland Security Coordinator.
ADC Homeland Security Coordinator - Special Investigations Manager assigned to the Inspections and Investigations Division and is responsible for coordinating activities and information related to State Homeland Security and report to the ADC Chief of Staff as appropriate.
RESPONSIBILITY
Homeland Security Coordinator is the focal point for Department information on homeland security.
Manages the Central Office Communications Center Security Investigators and maintains security for the Department Central Office buildings.
Homeland Security Coordinator will be the liaison between ADC and other local, municipal and state agencies regarding domestic preparedness information.
Maintain a liaison between ADC and the Arizona Division of Emergency Management.
Maintain a liaison between ADC and Department of Public Safety's Counter Terrorism Information Center.
Communicate with other ADC staff members.
Homeland Security Coordinator shall, in consultation with the Security Deputy Warden, Prison Operations, the Occupational Health, Staff Safety Manager and OSPB Grants Manager expend annual Department of Justice (DOJ) grant funds.
Homeland Security Coordinator shall, in consultation with the Staff Development Training Bureau, develop and deliver a training program for employee awareness of terrorist use of Weapons of Mass Destruction (WMD) and other domestic preparedness training programs shall be developed as needed.
Each fiscal year (FY) the Homeland Security Coordinator is responsible for completing a Department vulnerability risk assessment that will help ADC qualify for Department of Justice (DOJ) grant funds and training under the Domestic Preparedness Strategy and Development Grant Program.
As part of the long term strategy development process for the Department's State Homeland Security Program the Coordinator will consult with the OSPB Grants Manager, Occupational Health, Staff Safety Manager, Security Deputy Warden, Prison Operations and the Staff Development and Training Bureau Administrator.
Employees who fail to comply with this Director's Instruction may be subject to disciplinary action in accordance with Department Order #508, Employee Discipline.
