Arizona Department of Corrections’ Contribution to the FY 2009 Budget Shortfall

ADC has been impacted as has all other agencies whether by transfers of fund balances or simply reductions to our appropriations.

These cuts and their timing at this point in the year have been mitigated by planning and implementation of cost savings efforts implemented during the first seven months of the fiscal year.  ADC is able to do its part to help reduce the budget deficit that the State faces for FY 2009.

ADC reduced its general fund appropriation by $21.8 million and transferred $543,700 in non-general fund sweeps.  The general fund reduction had already been anticipated and accrued.  The general fund budget reduction was entirely accrued in the provisional bed line item.  This was possible as a result of the delay of procurement on additional out of state beds and the management of additional temporary beds in our prison complexes.  The transfer in fund sweeps may reduce special service funds in the area of Work Based Education (WBE) for inmates and the Correctional Officer Offender Liaison Program (COOL) program for inmates on community supervision.  The reduction of Arizona Correctional Industries (ACI) funds which are needed to purchase materials for the production of products to sell may impact ACI’s ability to generate revenue and provide inmate jobs.  The chart below illustrates ADC’s FY 2009 appropriation reduction and funds sweeps.

ADC’s planning has allowed for the effective management of its budget reduction without impacting staff (beyond the current freeze).  This next fiscal year will be challenging and ADC is considering all potential options for management of the FY 2010 budget.  Security and public safety will continue to be the #1 priority.
