Investigation opened into inmate death at ASPC-Perryville
Phoenix, Ariz.- Marcia Powell, an inmate at Arizona State Prison Complex- Perryville, died early Wednesday after spending about four hours in an outdoor holding cell. Powell, 48, was serving a 27-month sentence for prostitution and came to ADC in August 2008. While transferring Powell to a detention unit, she was placed in an outside, uncovered, chain-linked holding cell at 11 a.m. Tuesday. At 2:40 p.m., Powell collapsed. Powell was taken to West Valley Hospital at 3:12 p.m. She was pronounced dead at 12:42 a.m. Wednesday. A criminal investigation is now underway, ADC Director Charles L. Ryan said. “It’s our responsibility to ensure the care and custody of the inmate population,” Ryan said. “The death of Marcia Powell is a tragedy and a failure. The purpose of the investigation is to determine whether there was negligence and to remedy our failures. “We express condolences to Ms. Powell’s family and loved ones.” Director Ryan will hold a news conference at 4 p.m. today at ADC Central Office, 1601 W. Jefferson.
