Director’s Instruction # 255,
External Notification of Significant Events |
This Director's Instruction is effective immediately and will remain in
effect until incorporated into the appropriate Department Order.
PURPOSE: This document provides procedural guidance concerning external
notification of identified officeholders and media of events of consequence.
This Director’s Instruction is intended to supplement but not supersede the
notification procedures established by statute, agency’s policies or otherwise,
some of which are referenced below. While state statute does not require
notification of officeholders or the media, the department adopts these
guidelines in the interest of operational transparency.
PROCEDURES: Effective with this Instruction, notification of identified
officeholders and media shall be completed within the timelines provided.
1.0 Events of consequence to be communicated with identified
officeholders and media:
1.1 Escape of an inmate where resolution is not eminent
1.2 Death of an inmate by other than perceived apparent
natural causes
1.3 Death of an employee on duty by other than perceived
apparent natural causes
1.4 Disturbance of significant size or duration where
resolution is not eminent
1.5 Hostage taking where resolution is not eminent
1.6 Other events of consequence per the Director, or the
Director’s designee
2.0 Notification of identified officeholders and media events of
consequence shall be completed within the timelines provided:
2.1 Governor’s Office by the Director or designee by phone
immediately; written notice to follow.
2.2 Chairperson of the Joint Select Committee on Corrections
by the Arizona Department of Corrections’ (ADC) legislative
liaison by phone within one business day; written notice to
follow.
2.3 The Speaker of the Arizona House and President of the
Arizona Senate by the ADC legislative liaison by phone within
one business day; written notice to follow.
2.4 State legislators in the district where the event of
consequence occurred by the ADC legislative liaison by phone
within one business day; written notice to follow.
2.5 Media by the ADC public information officer by News
Release via email within one business day except where public
safety warrants otherwise.
3.0 Notification of identified officeholders and media augments
established criminal justice notifications:
3.1 Medical Examiner/Coroner by the ADC Criminal
Investigation Unit’s (CIU) investigator by phone immediately
upon confirmation of death by a licensed physician, physician
assistant or nurse practitioner.
3.2 County Attorney by the CIU investigator by phone within
one business day; written notice to follow.
3.3 Local Law Enforcement with jurisdiction to issue
warrants/power to arrest by the CIU investigator by phone within
one business day; written notice to follow
3.4 Local Law Enforcement with jurisdiction to investigate by
the CIU investigator by phone within one business day; written
notice to follow.
Definitions
Escape – An inmate's unauthorized absence or departure from custody from a
correctional institution without permission or a secure work/transportation
detail
Death by other than perceived apparent natural causes - An unexpected death
caused by an apparent accident, homicide or suicide
Major Disturbance – As defined by ADC Departmental Order 105 and DI 111
(Restricted)
