SUBJECT: Director's Instruction # 258, Modification of DO 504, Recruitment and Hiring, and DO 508, Employee Discipline.

Effective immediately, this Director's Instruction supersedes selected portions of Department Order 504, Recruitment and Hiring, and Department Order 508, Employee Discipline. Both Department Orders will be updated to incorporate these changes.

504.01 Recruitment and Appointment

1.9 Applicants for all covered positions shall apply on-line at the State of Arizona job board (ADOA Personnel Rules; Title 2, Administration; Chapter 5, R2-5-202).

1.9.1 Applicants shall apply on-line through field personnel offices, personal workstation, common workstation computer terminal, or any computer via the internet or intranet 24-hours a day (e.g., home computer, public library, etc.).

1.9.2 Institutions shall announce and keep posted the location(s) of a 24-hour a day computer terminal with on-line access for employees, including any other necessary system and security requirements for applying on-line.

1.9.4 Applicants shall apply by midnight of the closing date published on the position announcement.

504.02 Central Promotional Register Examinations

1.1 Central Promotional Register and Special Announcement Selection Process – The process may consist of one or more of the following selection components, which shall be used to evaluate applicants:

1.1.1 Training and experience evaluation.

1.1.1.1 This includes awarding additional points for higher education, years of service above the minimum qualifying requirement, CORE competency scores, and the voluntary physical fitness test scores (administered by training staff).

1.1.2 Through 1.1.8 are not affected by this instruction.

1.1.9 Eligibility

1.1.9.1 The following will render an applicant for a Central Promotional Register position ineligible:

1.1.9.1.1 Performance Appraisal for Correctional Employees (PACE) – Any employee who has received an overall PACE rating of less than 3.0 on their last performance appraisal is ineligible to apply for a promotional opportunity. Receiving an overall PACE rating of less than 3.0 after the promotional process has started and prior to promotion will render a candidate as ineligible.

1.1.9.1.2 Suspension – Any employee who has received a suspension during the one year period prior to the job announcement is ineligible to apply for a promotional opportunity. Suspension received after the promotional process has started and prior to promotion will render a candidate ineligible. The first day served of the suspension will be considered the effective date of the suspension. In the event an employee is under investigation, a job offer shall be held pending the outcome of the investigation.

1.1.9.1.3 Demotion – Any employee who has been demoted one level is ineligible to apply for a promotional opportunity for two years from the date of the demotion. If demoted more than one level, the employee is ineligible to apply for a promotional opportunity for three years from the date of the demotion. Demotion received after the promotional process has started and prior to promotion will render a candidate ineligible. The first day served of the demotion will be considered the effective date of the demotion. In the event an employee is under investigation, a job offer shall be held pending the outcome of the investigation.

1.1.9.1.4 Chronic Absence Classification – An employee may not compete for promotion until 12 months has elapsed after being removed from the chronic absence classification. Placement into the chronic absence classification after the promotional process has started and prior to promotion will render a candidate ineligible.

504.03 Security of Promotional Exams and Materials

1.1 Study Reference - Printed study guides will no longer be published. Study references are available on the Department websites. Printed study references shall be made available by the institution if requested.
