OFFENDER SUPPORT SERVICES

Offender Support Services is responsible for the determination of offender release eligibility and institution assignment of all offenders committed to the Department of Corrections.  Offender Support Services is comprised of:

Intake and Assessment

Offender Intake and Assessment for the Arizona Department of Corrections takes place at four locations: Arizona State Prison Complex-Phoenix, adult males; Arizona State Prison Complex-Perryville, adult and minor females and females sentenced to death; Arizona State Prison Complex-Tucson, minor males sentenced as adults; and Arizona State Prison Complex-Eyman, SMU II, males sentenced to death. This process usually takes about 5-10 days to complete.

During the period at Intake Assessment, offenders take part in Admission/Orientation and are classified under the Offender Classification System. Upon entering the Department's custody, each offender is assessed for security and custody risk, and for specific services such as medical, mental health, substance abuse or sex offense treatment and/or programming needs such as education, vocational training and work skills and other placement considerations.

Offender Classification/Movement

Offenders received into the Arizona Department of Corrections are initially classified utilizing an objective Offender Classification System (OCS). The classification profile consists of an offender's public and institutional risk as well as programming needs. Offenders are reviewed at a minimum every 180 days. Classification scores are adjusted based on information received during the review period to include behavior, time left to serve, and overall history. An offenders placement is changed when the assigned score no longer fits the custody/security designation of the current unit assignment. A daily count sheet and vacancy report are generated each weekday. Count information is submitted through each complex Offender Information Unit (OIU) each morning. The count sheet includes information on beds, types by unit statewide, the number of offenders physically assigned, on out count and pending in the county jails. The Classification Unit schedules offender movement from the county jails and transfers between prison units.

Offender Information

Establishes master record for all new commitments, retrieves, and re-activates files of re-committed offenders. Closes out files of offenders who have expired all ADC sentences. Ensures accountability of files and proper retention.

  • Maintains accurate active and inactive offender master record files

  • Provides assistance to public in accessing offender records, answering written requests & court orders 
  • Prior Conviction Package: Prepares evidentiary packets (prior packets) on felony prosecution cases. Responds to subpoenas to testify on authenticity of "prior packet"

  • Detainers/Notifications: Processes and logs all requests for detainers from other jurisdictions
  • Absolute Discharge: Responds to written requests from ex-offenders for absolute discharge

Protective Segregation Unit (PSU)

The Protective Segregation Unit (PSU) is responsible for ensuring compliance with Director's Instruction #67, Protective Segregation (PS). All files are reviewed by PSU staff for proper procedure format to ensure information is complete to include Do Not House With (DNHW) additions or removals. Offenders with possible protection issues or concerns involving any Security Threat Groups are reviewed by the Protective Segregation Committee which is comprised of the Protective Segregation Administrator, a Classification Correctional Officer IV and an Investigator from the Security Threat Group Unit. Decisions are clearly documented and justified. The appeal process is tracked and responses coordinated through the PSU. The file is tracked until movement is completed.

Public Access

Public records and information are made available for review in accordance with Arizona Statute and Arizona Department of Corrections policy. Public record documents from offender records are provided upon written request by letter, fax, or email, subpoena, or court order.

All requests for public access to offender records are accepted between 8:00 AM and 5:00 PM, Monday through Friday, except for legal holidays. Charges for copies produced from offenders records are in accordance with and outlined in Department Order #201, Information Release.

Time Computation

Offender Time Computation has responsibility for the calculation of release eligibility dates for all offenders and oversight of the institution release processes.  This would include the auditing of intake documents for accuracy, recalculation of release eligibility dates due to forfeiture of release credits, a change in release credits earned due to disciplinary sanctions and monitoring of the release eligibility dates.

  • Audit Intake: Ensures accurate information from court documents is annotated in Adult Inmate Management System (AIMS). Calculates offender release date(s) in accordance with the certified sentencing order and applicable statutes. Requests clarification from sentencing court or Department's General Counsel on discrepancies in court orders. Forwards restitution information to Inmate Banking.

     

  • Sentence Modifications: Verifies additional sentences and sentence modifications. Re-calculates release dates based on certified sentencing orders. Verifies authenticity of conviction and sentence vacates.

     

  • Board of Executive Clemency (BOEC) Certification: Certifies eligible offenders for BOEC review monthly. Verifies eligibility for commutation and/or pardon and forward applications to the Board of Executive Clemency.

     

  • Forfeitures/Restorations and Class III Rescissions: Reviews and verifies all recommendations for forfeiture, restoration or rescissions. Ensures policy compliance. Processes approved actions and re-calculate time accordingly.
